How open is Yuletide to smaller FF pairings in megafandoms with messed up tags? Because Peggy/Dottie has 83 fics, but Agent Carter 4948, even though a lot of those are crossovers and less than half of the total fics are FF. Would it be worth trying to make a case?

Yuletide doesn't match on pairings, only on single characters. Your canon has to be less than 1000 complete fics that are over 1000 words in English, and not counting crossovers. If it's on the bubble you miiiiight be able to make a case, but mods won't accept a pairing as its own fandom.

I haven't refreshed my memory of the rules; does YT not count crossovers towards the fic count ceiling, or is the argument you're trying to make that it's a bunch of Steve Rogers fic that's overtagged?

They do count crossovers. There's some leeway for situations like, say, HDM, where a ton of fusion fic for other fandoms gets tagged with the fandom tag for HDM, but I think the mods have said they will no longer consider evidence posts for fandoms that are over 1,100 qualifying works between AO3 and ff.net.

Agent Carter has 2721 Yuletide-qualifying works on AO3 alone, so I don't think the Yuletide mods would consider that.

For what it's worth, Peggy/Angie is in under MCU for Femslashex, along with a bunch of other Agent Carter ships!
