I had something like this in an original thing. (There is noncon in this jsyk.) To prevent a war, a widowed queen arranges a marriage between her brother and a foreign noblewoman with an army, but her brother nopes out of it and leaves her hanging with a pissed off noblewoman who expected to get the brother as a third husband for her peace offering. The queen, stuck between a rock and a hard place, offers herself in marriage instead, which is Highly Irregular.

But the noblewoman's identical twin sister, jealous of this shit and preferring to have a war, kidnaps the queen, puts a love spell on her, ties her to the bed and rapes her some to try to break her spirit while she fights the magical brainwashing. The noblewoman rescues her fiancee, and breaks the love spell, which comes at great personal cost, scarring her with magical burns. Which turns out to be good for their relationship, since it makes her look different from her sister. They go off to the noblewoman's land to get married, and it turns out procreation is actually an issue in this--namely, that the noblewoman is too old to have children, and has unfortunately had only sons. Since her society is matriarchal, she badly wants a daughter, and hopes her wife will produce one. (She's permitted to use any sperm donor she likes for this.) Meanwhile the queen has a fair bit of culture shock and adjustment angst, and is used to having a lot more power than she does here. Stuff happens! A succubus is involved at one point! Political disagreements and makeouts!
